Pao Lung-sing (Stephen Chow), a descendant of famous judge Bao, is a corrupt 9th degree official (the lowest level) and is hated by the people because of his ways of raising money. He suddenly becomes righteous when rape victim Chi Siu-ling (Sharla Cheung) is accused of murdering family members by corrupt officials and legendary lawyer Fong Tong-kan (Lawrence Ng). After wanting to denounce the latter, he finds himself forced to flee with his nephew Pao Yau-wai (Ng Man-tat). During their journey, they will meet all kinds of wacky characters and Pao will eventually learn honesty in a brothel.

Stephen Chow is a Hong Kong actor, director, screenwriter, and producer. In addition, he is a political advisor to the Chinese People's Political Consultative Conference.
Sharla Cheung Man - Mrs. Chi Siu Lin
she starred alongside Stephen Chow, in which she was frequently cast as Chow's love interest after winning the Miss Asia pageant. They partnered for more than 10 films from 1988 to 1994, including All for the Winner, God of Gamblers II, Fist of Fury 1991, Fight Back to School, Royal Tramp and King of Beggars. Another frequent co-star is Andy Lau, who appeared alongside Cheung in films such as God of Gamblers, God of Gamblers II and Lee Rock.
Ng Man-tat - Pao Yau Wai
Ng Man-tat was a Hong Kong actor originally from Fujian. He was a veteran actor in the Hong Kong film industry, with dozens of awards, including Best Supporting Actor at the 10th Hong Kong Film Awards for his role in A Moment of Romance.  Ng was best known for his comic roles and was a versatile actor with many memorable performances throughout his career.
